Appointment to begin July 2022 or soon thereafter. Continuation dependent upon department needs, satisfactory performance and availability of funds. Duties and Responsibilities
Serve as head administrative officer for The Center on Disability Studies (CDS). Advise principal investigators (PI) regarding funding agency and university regulations and policies as well as their application to specific problems and situations.
In conjunction with PIs, assist in the grant application process; including, but not limited to, developing budgets and budget narratives, and ensuring proposal applications are adhering to the sponsors’ rules and regulations.
Analyze and make recommendations to staffing needs. Participate in the formulation of CDS’ operational plans and carry out the administrative functions.
Review and follow-up on improprieties; prepare reports and documents as required by the funding agencies; maintain cost sharing and effort certification reports.
Conduct financial analyses on all extramurally funded projects; consult with principal investigators and administrative staff regarding project budgets.
Implement policies and procedures for recording and reporting grant operations and financial transactions.
Review university-generated reports for accuracy. Compile, analyze, develop and provide financial information and other activity reports to system administrators, auditors and funding agencies as required.
Prepare, audit, and/or approve personnel actions for BOR employees, civil service, RCUH, undergraduate and graduate assistants, and casual hires.
Keep abreast of changes to policies and procedures; and ensure personnel actions and expenditures are in compliance with existing university, state, and federal rules and regulations.
Supervise all positions in the CDS fiscal office including the Assistant Fiscal Authority and Human Resource Specialist; conduct training sessions as needed.
Serve as initial EEO reviewer for all departmental recruitments.
Review and approve all fiscal documents up to $24,999, ensuring compliance with university, state and grant agency guidelines.
Other duties as assigned.
Minimum Qualifications
Possession of a baccalaureate degree in Education, Business Administration, Accounting or related field and 5 year(s) of progressively responsible professional experience with responsibilities for accounting, business administration; or equivalent education/training or experience.
Considerable working knowledge of principles, practices and techniques in the administration of sponsored contracts and grants as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with the administration of sponsored contracts and grants.
Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
Demonstrated ability to operate a personal computer and apply word processing software.
For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Experience formulating budgets for competitive grant proposals.
Functional knowledge of state and federal laws and UH policies and procedures applicable to extramural contracts and grants.
Ability to analyze financial statements, discern trends, and apply analytical techniques.
Functional knowledge of HR principles and practices.
Demonstrated ability to maintain confidentiality.
Desirable Qualifications
Experience with Kuali Financial System and Jasper.
Experience with RCUH Financial and HR systems.
Experience with myGrant.
