JOB SUMMARY: Facilitates internal and external partnerships in support of the expansion of rural housing in the state of Alaska. Coordinates efforts among and between stakeholders. Develops relationships with rural communities, tribes, government, and others. Coordinates the development of rural housing solutions that meet the needs of rural communities.
ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:
Coordinates with the Rural Housing Manager and rural housing development team to develop and implement a sustainable housing strategy for rural Alaska.
Facilitates internal partnerships by working with Rural Housing Manager and others including Development staff to plan, develop, implement and evaluate housing construction, partnership and renovation projects in rural Alaska, not limited to assisting in identifying funding opportunities for rural Alaska.
Facilitates and maintains relevant external partnerships, including nurturing partnerships with organizations contributing funding, resources, mortgage/loan financing support or technical assistance meeting community construction/renovation needs. Assists with developing partnerships and support for sustained project capacity and staffing. Conducts outreach and assists with identifying pilot communities that meet criteria for RurAL CAP assistance with housing construction or renovation projects in coordination with the Rural Housing Manager.
Develops and facilitates projects and programs increasing and maintaining existing housing stock in rural Alaska.
Provides technical assistance and guides for communities through the planning, implementation and construction process, according to locally-identified priorities and the organizational strategic plan
Works with the RurAL CAP project team to evaluate project activities and continues to improve and document the home construction and renovation model in a format that can be shared and replicated in other rural Alaskan communities.
Works closely with the RurAL CAP housing team to create a rural housing construction project model, including recommended strategies for resource and partnership development, community selection and engagement, local project management, land identification and site control, homeowner financing, home construction/renovation and support for project staffing.
Develops and documents a sustainable, rural housing construction project model, included but not limited to recommended strategies for resource and partnership development, community selection and engagement, local project management, land identification and site control, homeowner financing, home construction/renovation and support for project staffing, and identifying and implementing strategic pilot opportunities based on the results from the rural assessment.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly to grasp, type, see, talk, hear, and lift and carry [enter weight here] pounds of weight by utilizing proper lifting techniques and working in a safe manner. This position will also be performing physical activities such as climbing, lifting, balancing, walking, stooping, bending, and handling materials.
Occasionally performs sedentary activities that require sitting for long periods and repetitive use of hands, wrists and arms for handling, positioning, moving materials, and manipulating things.
Must be in good general health and free from serious physical, mental health and/or substance abuse problems.
POSITION TYPE/EXPECTED HOURS OF WORK:
This is a full-time position. Days and hours of work are Monday through Friday, 8 a.m. to 5 p.m. or hours vary with location. Occasional evening and weekend work may be required as job duties demand.
TRAVEL:
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION:
Must be at least 18 years of age.
BA/BS from an accredited college or university in management, finance or comparable discipline, plus three (3) year; or the equivalent of seven (7) years qualifying professional experience including supervision.
State and federal background checks, including fingerprints, may be required.
Ability to interpret and apply state and federal statutes and regulations, and agency policies and procedures.
Demonstrated ability to resolve complex staffing, logistical, budgeting and scheduling problems.
Working knowledge of project management, including work program development, contract administration and scheduling.
Knowledge and experience in construction; and purchase and delivery of materials to remote Alaska locations.
Experience in creating programs, developing partnerships, and communicating and developing common interests.
Demonstrated effective oral and written communication skills including expertise in cross-cultural communication.
Responsible work ethic with reliable attendance.
Proven ability and willingness to be self-directed in problem solving and decision-making and perform basic assignment with little or no direct supervision while also working effectively as a team member.
Demonstrated intermediate level of computer skills necessary in order to use and create documents and reports, spreadsheets, workshop materials and slide presentations, and to enter data into intricate database programs and proficient use of Microsoft Word, Excel, PowerPoint, Publisher, and Outlook.
Must keep all matters concerning participants in strictest confidence as required by HIPAA privacy and the 42 CFR, Part II confidentiality regulations.
Must be able to provide own transportation to meet work schedule requirements.
Must have a valid driver’s License and maintain a valid driver’s license throughout the course of employment. Must provide a copy of current driving record from the Department of Motor Vehicles annually.
Must have an insured vehicle, present proof of insurance, and maintain proof of insurance throughout the course of employment.
Agency recommends annual TB screening and physical as part of employee’s personal wellness plan. (Recommendation – Not a requirement of this position)
PREFERRED EDUCATION AND EXPERIENCE:
Master Degree in a relevant field.
Knowledge of public service programs.
